I believe this is homemade. It is designed to mount on the rear 3-point hitch area of a tractor and could be useful when running a drag-type shredder, pull-behind mower, or other rear equipment where you want an added barrier behind the operator area.
It could also be modified or repurposed for a custom tractor project, equipment guard, debris shield, or separate rear protection bracket.
